The team behind iAPPS Health Group
As Chairman of iAPPS Health Group, Dr. Lam Pin Min, former Senior Minister of State in the Ministry for Health and Transport, brings with him a wealth of relevant experience as a veteran in the healthcare space. Prior to becoming a Minister of State, he served as a pediatric ophthalmologist at KK Women’s and Children’s Hospital, the Singapore National Eye Centre, and Eagle Eye Centre. Dr. Lam sits on the Civil Aviation Medical Board and is the Adviser to the Society of Aviation Medicine, Singapore.
Dr. Lam served as a regular medical officer in the Singapore Armed Forces (SAF) in 1995, obtaining a Diploma in Aviation Medicine from the United Kingdom in 1997 and subsequently a Fellowship in the Royal College of Surgeons (Edinburgh) and a Master in Medicine in Ophthalmology from the National University of Singapore (NUS) in 2000.
He held many appointments in the Republic of Singapore Air Force (RSAF), including Officer Commanding in an Airbase Medical Centre and as a Branch Head in the RSAF Aeromedical Centre. He also spent 3 months serving as the medical commander of the Singapore Medical Contingent, serving in the United Nations Military Hospital in East Timor during pre-independence in 2000.Trained as an Aviation Medicine Specialist, he served the RSAF as a medical officer and Flight Surgeon from 1995 to 2003, before moving into clinical practice in 2003.
Dr Lam was also actively involved as the Singapore representative in the WHO Western Pacific Regional Office (WPRO) from 2014-2020 and was the Executive Board Member of the World Health Organisation (WHO) from 2019-2020.
FOUNDER & CEO
Ms. Koh is the Chairman and CEO of HeartVoice Pte Ltd, a Joint Venture between iAPPS Pte Ltd and Omron Healthcare Co., Ltd. which provides a full suite of healthcare solutions through technology for healthcare providers, patients, and corporate organisations. HeartVoice is on a mission to move towards a Zero Heart Attack and Zero Stroke society through the power of health technology.
Under her leadership as the founder and Group CEO of iAPPS Pte Ltd since 2012, iAPPS launched its pioneering fintech platform at a national level, empowering the first cloud-based government app, featuring an eWallet and QR-code for cashless payment.
Ms. Koh is an IT infocomm veteran with 30 years’ experience, including nearly two decades of working on large scale computerisation projects for the Singapore government and Fortune500 companies. She was the founder of NIS Group & iCommerce in 1994, which was subsequently acquired by Sterling Commerce, and recognised as one of the ‘Great Women of the Our Time 2015’ by the Singapore Women’s Weekly magazine for her outstanding career achievements and contributions to society in science and technology.
As Chief Innovation & Investment Officer of iAPPS Pte Ltd, Mr. Lai spearheaded the creation of a government application, ActiveSG; including the integration of the Active Wallet into the application, which is utilised as a powerful platform to allow citizens to book programmes and facilities online and has over 1,000 partners.
He operationalised the Wallet to leverage on technology, innovation and an adventurous spirit, growing membership of the application to 1.81 million users (as of January 2020), allowing vast amount of rich data to be collected, which helps provide insights on members behavioural responses and preferences as well as the use of offline experiences to deepen engagement.
He launched and operationalised the national movement for sport and physical activities, and introduced and integrated 26 island-wide sport centres throughout Singapore through a wide range of experiential programming.
Since 2016, he has chaired the organising committee for Get Active Singapore, involving over 800,000 Singaporeans coming together to celebrate National Day through sports.
Mr. Koh has over 24 years of IT experience across a vast variety of domain areas including Network Infrastructure and IT Security, application development, audit, compliance, System Integration, managed services, solution consulting, and new technology/application assessment.
Prior to joining iAPPS, Mr. Koh worked at GlobalFoundries as the Global IT Application Deputy Director and managed an average portfolio of US$6 million per year for application investment. He was also in charge of 60 staff who worked in different parts of the world.
Since joining iAPPS, Mr. Koh has been managing iAPPS’s technical teams in Singapore, China, Indonesia, and Malaysia.
CHIEF FINANCIAL OFFICER
Mr. Neoh is the Corporate Finance Director of iAPPS Pte Ltd, a technology company based in Singapore.
Prior to joining iAPPS, Mr. Neoh played a key role in the management team of a privately owned family business that successfully listed on the Singapore Catalist Stock Exchange where he held the CFO position.
Prior to his CFO position, Mr. Neoh provided advisory services to companies seeking listing in the Singapore or Malaysia stock exchange and assisted expanding enterprise in fund raising.
Mr. Neoh has about a decade of experience in the audit and corporate finance profession from his tenure in leading multinational professional services firm to local mid-tier firms.
He is a member of the Institute of Singapore Chartered Accountants.
Passionate, value-driven Product Director and certified Information Technology Project Manager, Ms. Xie brings with her over 5 years of IT leadership experience leading cross-functional teams to plan, build, launch and manage best-in-class SaaS innovations. Dedicated to customer satisfaction with focused delivery of technical solutions. Proven leader in directing operations, maintenance and support of complex systems.
Develops creative business solutions, leveraging a blend of technology skills with extensive Agile/Scrum experience, a marketing orientation and analytical abilities to evolve product strategy and deliver solutions for sports, health and financial applications. Highly adept in request for proposal development, technology needs assessments and staff training.
Ms. Xie graduated from National University of Singapore with Graduate Diploma in System Analysis (GDipSA) and Bachelor of Science with Honors (BSc hons.) in Real Estate with Finance Specialisation.
DIRECTOR OF MARKETING
Joycelyn is currently iAPPS Health Group’s Director of Marketing, where she works closely with cross-functional stakeholders to ideate, strategise and implement integrated marketing programmes that strengthens iHG’s value proposition of enabling 3P (Personalised, Predictive and Preventive) Medicine through fin-medtech and data innovation technologies.
She has more than 10 years of business development and marketing experience with her last appointment at LU International Financial Asset Exchange Pte Ltd as Business Development & Marketing Manager, where she worked on democratising wealth management to retail investors via mobile app access to alternative investments at smaller ticket sizes, and to FIs via whitelabelling of agile and scalable wealth management fintech SaaS that enhances their product suite of financial offerings.
Prior to that, she was VP, Business Banking Marketing at United Overseas Bank where she led the digital strategy, redesigned and launched the Business Banking mobile app, supported in the SME digitalisation initiative “BizSmart”, and collaborated with Google on a trade growth programme “Go Global”. Joycelyn graduated from Monash University, Clayton Campus in Melbourne with Bachelor of Commerce (Marketing & Psychology) in 2008.
